Functional requirements feedback solicited #13

Branch name: r573

Purpose of code changes on this branch:
Added new Wiki page for a help button feature. The button itself won't be a 
PowerTool, but can follow the same setup and will help explain how to use the 
tools in the CME.

When reviewing my code changes, please focus on:
 * ideas/suggestions for technical specifications
 * if the idea makes sense
 * and must-haves not included (missed one--help "button" should always be towards the top-right corner where possible)

After the review, I'll collect and add any feedback to the wiki page.

Received helpful feedback and ideas on the FlowDock discussion. Added wiki 
updates and am closing this request.
