Allow 4 Pokemon to be used in doubles battle facilities other than Battle Tower #140

Description

In Pokemon Emerald, the default behavior for the Battle Frontier is for only 3 Pokemon to be allowed to be chosen for the doubles facilities. This change would make it so four Pokemon may be chosen. It is expected that the opponents will also select four Pokemon.

After some investigation, it appears this is a fairly complicated task which will need to be approached on a case-by-case basis per facility

Placed in 'on hold', this task will be completed however most likely alongside other facility changes on a seperate branch (the main branch will keep the battle facilities untouched)
