Create NPCs in the battle frontier underground which provide the following:

NPC has been added to the Battle Frontier Underground Pokemon Centre which can toggle the gigantamax factor of a Pokemon

Please note, the gigantamax toggle does not currently filter out Pokemon which do not have a gigantamax forme
