Refactor some of the actions workflows #248

Updates the main branch workflow to hopefully prevent the random releases from being drafts instead of pre-releases (see https://github.com/ncipollo/release-action/issues/317).

Also adds uploading the APKs built in a PR in case someone wants to use it before it is released.
