dev changes into master

after this PR and with @elbfox approval will launch on server for monday

independent dam preference graphs working, combined and wsm not

recommended map "might" be working

All looks good. May have some small additional changes to DamsData.csv and hyperlinked pdf docs by Monday afternoon. Have also added some tables to WSM_graphs_test.R. I'm sorry if this is a repetitive question, but can you please remind me if we are using that file anymore, or if you have switched to WSM.R? I see them both here.

WSM_graphs_test.R only exists for interactive running of WSM.R
