label text update #211

update the label text for Industrial Historical Importance, Town/City Identity, and Aesthetics to have the following in red font? "Note: Users may slide bars to indicate level of preference, but as of May 2020 we do not have data for this criterion."

Text already in each label, but if you could change the sentence text ("Note:.....criterion") to red that would be very helpful.
