Task 7 (Step 3: Enter Preferences) WW/EF #74

Add new page "Step 3: Enter Preferences". Change existing alternative page names to dam names (Dam 1: West Enfield (license #...), ... there will be 8 pages - Emma has the specific info and will change the names) and nest them under the header of Step 3: Enter Preferences. Make the nested pages collapsable so the user only sees them if they click on Step 3: Enter Preferences.

Created pages for individual dams in TabsUpdate_Dams branch, will need to go back and add license number info.

Need to add Steps architecture so nested dams pages can collapse into Step 3 tab.
