Refactor router to use express.js #1

Opening this following a discussion done on one of the patches.

I attempted to do this as part of https://github.com/damus-io/damus/issues/1809, but it's taken more than 20 minutes so far, so I thought it'd be better to separate it to a separate ticket to avoid blocking https://github.com/damus-io/damus/issues/1809 and other Damus Purple work.
