Hide LibreTranslate Service under Developer Mode #1972

Suggestion

Custom LibreTranslate servers are a pain in the backside to use. Now that Damus has rolled out Purple, consider moving this non-user friendly localizaiton feature under dev mode.

Probably now that they are more expensive, difficult, and unreliable.
