Refresh subscriptions occasionally (every 10 minutes maybe?) #50

I noticed I had a stale feed on one of my timelines, and others seemed ok. I think we should occasionally refresh subscriptions (send close + open) to keep them fresh. We may have a stable connection but the server, but our sub is down for whatever reason.
