Thou shalt not require `pip` version greater than `21.2.4` #188

At least until this gets closed.
For compatibility with a peer-project.

On second thought I'm not sure this is really needed.
The peer-project can't just "pip install" along with Hdl21; it needs some special care to get set up.
So one can in principle always do that (with its crappy old pip), and then install Hdl21 separately, with whatever (nicer) version of pip you like.
