Turkish does not use a comma after the penultimate item in a list, in fact, it is ungrammatical to use one. This pull requests moves \prelastauthorsep to a \def before checking for babel. Functionality remains exactly the same.
Essentially, with this PR, any localization file that does not redefine \prelastauthorsep continues to use the old format, but allows for them to change it.
