Spam-protection: disallow msg'ing people not in your channels #1

Would be good if GH didn't allow /msg'ing people who are not on the same 
channels as you are on. Currently when a troll gets banned from #gta2gh he can 
still harass people whose nicks he remembers and there's nothing we can do 
about it.

ps. actually I'm testing Sally's RSS feed plugin with this feature request.

Private messages are ignored from users that aren't on any of your channels.

GH users will still be able to harass non GH users if they know their nicks.

Are you going to do it the other way round as well, so that the filtering will 
be done on the sender's GH?
