Remove "run on startup"

We have a growing collection of specimens who install GH, enable "run on 
startup" and then never look at GH again. There are at least two problems with 
these people:
1- they bloat our logs
2- they waste people's time, e.g. if the person who enabled "run on startup" 
but never actively looks at GH is from country X, and another player from 
country X joins GH, it gets that person's hopes up, he messages the guy who's 
never there and waits for a reply...

I suggest a removal of this "run on startup" feature. I would also urge that 
being kicked results in a popup that appears on screen even when GH is 
minimized to the systray - issue 19.

I left it there but now Sektor or gta2ghbot can send AUTOSTARTOFF as a NOTICE 
and it will remove GH from startup.
