Add support for RAK3172 module #3

RAK3172 is nearly identical to the LoRa-E5, differing only in the GPIOs used for antenna control. A simple change to the BSP driver will suffice. Need hardware to test on.

The RAK3172 is just different enough I decided to create a repo specifically for it at first. At some point, we probably will merge the two repos.
