Path for language-specs changed from gtksourceview-3.0 to gtksourceview-4 #1

I was able to install the Smarty files for gedit 3.36.2 on Ubuntu 20.04.6 LTS after I changed the path for the language-spec: It's no longer$HOME/.local/share/gtksourceview-3.0/language-specs but instead: $HOME/.local/share/gtksourceview-4/language-specs
