Provide UX for seeing/searching/reporting issues for each dandiset

Replacement for neurostars oriented dandi/dandiarchive#584 , a bit more generic

On openneuro a somewhat similar mechanism exists via Comments section on each dataset, see e.g. https://openneuro.org/datasets/ds000113/versions/1.3.0 . I guess ideally any reported issue should have some qualifier which would distinguish between the target audience which would receive notifications

• public -- comments etc
• dandiset curators -- contact person(s) for the dandiset
• dandiarchive admins -- helpdesk/help@dandiarchive.org

An option here would be discourse, whether self-hosted or a managed instance.

for a full refactor, let's wait on this till the graph db is up and running.

there will be a few tie ins we will create with that. in the meantime we can simply have crafted urls which autopopulates issues on helpdesk, dandisets, etc.,. since github ownership exists, people should get notified when such issues are posted.
