Automate Route 53 route to proxypod #114

Currently from the GUI, subdomain is mapped via an A Route -> Alias to Network Load Balancer and then our public proxy is listed as an option and selected.

This needs to be done each time jupyterhub helm release is destroyed and brought back up.

Doing this manually is still parity with current production, so I'm calling this post-MVP
