KMS objects can be orphaned due to admin error, suspect it's related to out of date tfstate
VPC objects can be orphaned due to a race condition. When this happens, nested objects need to be deleted manually.

Recent changes (to the docs) use the creation of a JupyterhubProvisioningRole with all the inline policies needed by the terraform blueprint. This also means that the KMS objects are exclusively owned by that role, and if deleted manually, the user will need to assume the role (even if that user is admin). This behavior has been documented. Leaving open though, since it is still happening.
