Refactor sponsored bucket to use dandiset_bucket module #136

Prep work to make #132 a bit easier.

@mvandenburgh It was impossible to make this a completely clean apply just using moved blocks, because the module structures things differently with a separate bucket policy and user policy. I need to fully review this to make sure the policy changes are equivalent, but feel free to take a look.

Edit: I thought of a way to implement this that is easier to audit/review, closing.
