Rename into a more specific (dandi-terraform) repository? #200

Concern was raised by @waxlamp that this repository's name might not correspond best to its purpose - to contain terraform scripts/configs for deployment of the DANDI archive. I, in turn, treated it more closely to the name, to collect issues related to overall deployment and functioning of the infrastructure of DANDI. If we are to narrow scope it, then it better be renamed and then we are to create another one and transfer some issues there.

Hi @yarikoptic, I just created the dandi-utils repo for discussions that are beyond the scope of this repository.

I would suggest that we also use the dandi-utils repo for filling issues related to the Generalization of DANDI for multiple archives target.

Perhaps we can keep this repository named as is so that the Terraform Cloud CI and git remotes don't need to be changed?
