address tebi vs tera bytes w.r.t aws #59

after #58 is merged, we should consider that the issue of tebi (2X) vs tera (10X) should be investigated and refined without changing anything in the dandi-etag algorithm.

in dandi cli, we impose limits of sizes of data without attending to whether the AWS limits are TiB or TB.
