codespell: ignore any lines which have data.*base64 - embedded binaries, fix typos introduced in recent PRs

thanks @yarikoptic - this looks good to me. there is a change from publically to publicly. the former is accepted in some dictionaries today, although i do personally prefer the latter, which is what codespell changed it to.
