Rename the `About This Doc` page to `Contributing Documentation`

In order to better describe the About This Doc page and inspired by the Napari docs, I propose:

[x] Rename the About This Doc page to Contributing Documentation
[x] Move the Contributing Documentation page to within the Developer Guide section
