Merge all spells & Changes for TWW #243

This PR has all changes from the "merge_all_spells" branch and some changes necessary for WOW 11.0 (TWW).

@Cimplex Current 4.8.1 is broken for wow 10.0!!!!

Please revert these changes for the currently live version (10.0). The last few changes (from https://github.com/dandruff/xCT/pull/243/commits/2974220a06193fc2dfe5354d62b64580dea08269 onwards) were only for TWW (11.0) and this is not live yet!

Could you open a tww branch please, then I could target this specific branch for wow 11.0?

That's my bad... should have noticed the new C tables weren't on Dragonflight...
