Add Mouse Cursor Effect #1

The portfolio doesn't currently have a cursor effect. Here are some ideas:

**Suggest a cursor effect here (if possible, with screenshots of some existing work) before starting to work on the issue.

Can I work on this too?Came from the Hacktober Discord .I want to start working on both the Swirl cursor and the Flashlight cursor.

Also, Should we only start working on an issue after it is assigned to a person, or can we work on it and send a PR for verification and checking, without waiting for assigning?

I can try it on the first one with the help of a new tech stack and GSAP triggers.

I believe @HemanthK-12 is already on it. Can you go through the project and look for some other improvement scopes? You can open an issue and I can assign that to you!
