Merge on Green #8

Allows someone to write a comment that sets a label "Merge on Green". Then when a successful status is returned, it checks if all statuses are good, that it has the right label then will merge the PR.

If it's going to auto merge, maybe it can delete the branch afterward too as a follow-up?

For people looking at this PR, I'd recommend instead looking at https://github.com/artsy/peril-settings/pull/59 as it is polished and comes with tests
