GitHub Actions CI runners randomly fail to install MinGW and/or other packages for some reason #61

Do they just need updating or something?

This hasn't happened in quite some time and the Linux installs are now done via apt, which is what should've been happening in the first place.

I'll re-open this if it happens again, but for now I think we're in the clear.
