Please apply for academic license and configure a linear programming solver for the reviewer-paper assignment problem specified in http://www.cis.upenn.edu/~cjtaylor/PUBLICATIONS/pdfs/TaylorTR08.pdf

Gurobi's academic license does not work on Amazon AWS. We will look to use a different LP solver
