feat: Add parsing for RETURNDELIVERY_*_TARIF #1

Description

After using this fork to read my smart meter data I saw that there is no support for parsing the return delivery of power, I've also seen your comment in the issue/PR of the original project. This PR adds the parsing of code 1-0:2.8.1 and 1-0:2.8.2 return delivery high and low tariff.

I've tested this change on my meter and I can confirm it's working.

Out of intrest, can you tell me what brand of meter you are using?

@daniel-jong It's a Landis and Gyr E360.
