As a user, I want to be able to control which notifications I get an email for and which ones I do not.

Story Description

What are we trying to accomplish?

We need to allow the user to configure which notifications send emails and which ones don't.

Acceptance Criteria

At what point is this story considered "done"?

We've created a "notification settings" page that allows user to configure their notification preferences.
Each notification has a switch that allows the user to turn emails for that notification on or off.

What stories does this one depend on? What do we need to do first before we can call this one done?
