When authors upload a new paper version to a paper with an active preprint or submission, they should be able to collaborate on it in private before they choose to make it part of the preprint or submission.
Acceptance Criteria
At what point is this story considered "done"?
When a new paper version is uploaded to a paper with a preprint or active submission, it remains private to the authors.
Authors can choose when and whether to add the version to the preprint and/or submission.
