Clarify income for GIS eligibility does not include OAS #35

Somewhere in income for gis eligibility chart, make it clear that it does not include OAS because that has no effect on gis eligibility.

May do at same time as #34 because both will need same design - chart component should have optional footer text to clarify a small detail.
