Checklist of features to reimplement in the new codebase:

[x] adaptive color palette ("tune/untune") -- generalized to work in any colorspace
[x] adaptive tile-splitting based on variation (e.g., contrast) inside tile
[x] randomly scattering tiles
[x] padding tiles, either randomly or based on how good of a match they are

Demoing adaptive tile-splitting based on local color variation: mosaic

Demoing randomly scattered tiles: mosaic-scattered

And both of these above stretch the color palette of the target image to match the palette of colors available in the pool.
