Decrease GPS transmission timer elapsing sleep time #26

Current initial elapse value is 2500. Must be decreased to 1000. And maybe also decrease persistent self calling timer elapse value (currently 5000). Check geoLoopTransmission() and initial geoLoopTransmission() timer call to update the values.
