Technical test are not allowed for non admins #22

When admin mode is false, pilots are not allowed to register or edit flights on behalf of others. However, they should be able to register or edit flights for technical tests.

Possibly blocked by pilot name selection in #10 (or implemented maybe by an init screen asking just for the name).
