csgo.exe and the needed dll are there but it does not seem to be changing any saturation or vibrancy

Are you using an external monitor? What are your specs? I cannot help you without any information.

Oh that could be it , yes I am using an external monitor it is not a laptop , but it has a INTEL gpu thats why I am trying to use Color Goggles , any solutions?

This tool is mostly for laptops but you could be able to use it on some desktops too if you are using only the Intel iGPU and not a dedicated card, so your monitor would be plugged in directly into the motherboard. If you are using also a dedicated GPU (Nvidia/Amd) you should use a tool like VibranceGUI instead.
