Are you using an external monitor?
Color-Goggles does not work on external monitors because it is not possible to change the saturation via HDMI, this is a limitation by Intel and it looks like there is no way to make it work.
Are you using a Desktop PC or a gaming laptop with a full-size GPU?
This app is not for you, this is only for Laptops with integrated Intel graphics or Laptops with dual-graphic cards.
Are you using the igfxDHLib.dll file I found on your PC?
If you are using the file coming from your PC and the app is crashing, you can check if maybe you have a newer version of igfxDHLib.dll on your PC which might work, you can check https://github.com/daniele-salvagni/color-goggles/issues/16#issuecomment-513561967 for a way to do that. If not, the app needs an update to work with newer drivers, not sure when I will be able to do that.
Are you using a copy of igfxDHLib.dll downloaded online?
Same as before, try another version or try to find one in your PC, if it still does not work, the app needs an update to work with newer drivers. You can also try this version of the DLL: igfxDHLib.zip
If the app is crashing or not starting it could be one of the wollowing:
