Hey, I had also faced the same problem. There is an easy solution to this. Just go down Intel Driver and Support Assistant from here https://www.intel.com/content/www/us/en/support/detect.html install it and update your drivers. After updating and restarting your drivers back in C:\Windows\System32 you can search for igfxDHLib.dll and you should find your own dll. Just copy that and paste in the Color Goggles directory and it should work. Well atleast for me it did.
I still cant find it do you know why? Or maybe can you tell me the exact locations its in so i can download the file and ut it there manualy

You need to paste it where you have extracted your color googles folder.
It doesn't work there.
It's like it's missing the file in the windows files so it can't realte the program that i pasted into the color googles folder so it doesn't do anything.

You can try this dll and see if it works. igfxDHLib.zip (you will need to extract this and put the .dll file in your color-googles directory.
igfxDHLib.dll is missing on my laptop, running Core i3 1115g4 and color goggles is not working
