you need to install the Intel driver. hd 3000 is too old to have a windows 10 driver but you could try the windows 8 one: https://downloadcenter.intel.com/download/24971/Intel-HD-Graphics-Driver-for-Windows-7-8-64-bit?product=81500

As he said you need to have a "recent" version of the Intel HD Graphics Control Panel which will look something like this and comes with the drivers:

Intel HD Graphics Control Panel

I'm not sure if this will be possible with Sandy Bridge (2nd Gen) CPUs as the oldest GPU I tested this on was the 4000. The Intel HD 3000 is a discontinued product so they could have stopped making updates for it.

In case the link provided by @incognico gives you an error the reason is that you currently have OEM drivers, in that case your best bet for installing the latest version would be to manually install them. You could try with the latest Windows 8 version (.zip) you can find here: https://downloadcenter.intel.com/product/97498/Graphics-for-2nd-Generation-Intel-Processors
