Provide pgp keys as runtime config #41

As an extension to #29 PGP keys provided by the application should also be provided as runtime config.

This should be done by mounting files inside the container at /keys.

Similar to the CONFIG_PATH environment variable provided in #29 a PGP_KEY_PATH variable should be added that defaults to /keys.
