Add timelapse support #470

Adds two new parameters to allow for downloading a timelapse version of the video:

TIMELAPSE : Boolean; specify whether or not to download the timelapse version of a video; default FALSE
FPS : Str; the frames per second the video should be encoded in (options are 4, 8, 20, and 40)

Thank you for your contribution! I'll look into it as soon as I have time to do so. For the past few months the project, with me as it's only maintainer, has only received dependency updates to keep it safe and secure. A re-write of the tool is planned, stay tuned!

No worries at all! Appreciate the work you've done here. It's a small change that I can easily build/use locally -- just figured I send it upstream in case others wanted to use.
