Cursor active, but not visible, in Rules

What steps will reproduce the problem?
1. Add a Rule
2.Try to find the cursor (it isn't there)
3.If you start typing, you will be able to type

What is the expected output? What do you see instead?
I expect to see a blinking cursor in the first field when I add a Rule so that 
I know I am about to type in the correct box.

What operating system are you using?
Yosemite

Please provide any additional information below.

I did a search before I filed but 753, but then realized I had only searched 
"open" bugs, not all bugs.

This has now been fixed with the introduction of the new rich-text editor, and 
will appear in the next release.
