Please allow special characters in State names and in Image Regions #754

In as much detail as possible, please describe what you would like to see.

1. When I name a new State, I want to be able to put colons, hyphens, or 
backslashes in the title.
2. In the Image Region widget, I want to be able to name a region using special 
characters as well.
3.

What operating system are you using?
Yosemite
