Purpose of code changes on this branch: To provide a generic exploration 
migration system and also perform the necessary migrations for explorations to 
no longer assume the existence of an implicit END state. It works in 
conjunction with remove-pseudo-end-state-combined to fully migrate all 
explorations over to not having this implicit END state (omitting necessary 
stats changes) and paves the way for future exploration migrations due to 
changes in the states blob schema.
