'Sequence Error Model' options in Molecular Clock Panel

The 'Sequence Error Model' is currently in the Molecular Clock Panel which is 
an odd place for it to be. I guess ideally it would be in 'Site Models' tab but 
I don't think we really want to allow people to set a different one for each 
partition (or we will have to allow for linking/unlinking). I think it is 
reasonable to have a single global option (on the basis that the sequencing 
errors will be across all partitions in most cases). I think this option should 
go at the bottom of the 'Site Model' panel but outside the table/panel area - 
i.e., universal to all partitions.
