Preferred date format from locale #5

This is now sort of working. It formats the date based on a guess of the region from the Accept-Language header, but this is only based on the language. It doesn't necessarily match with the JS number formatting if you set a different regional formatting in the system settings. For example, my laptop is in American English with Swiss formatting, and the Accept-Language is just en-US.
