Google.API.Translate.LanguageUtility.IsTranslatable requires only one parameter #14

Languages are not universally translatable or not.
Google can translate some languages into some other languages. Therefore 
the Google.API.Translate.LanguageUtility.IsTranslatable method should 
require an input and output argument.

No, there's no pair. only language.

Maybe they use English as the medium language.

You can check the google language api.
