A comment will do it, but a PR approval will not it seems.

I wanted to do this, but Github isn't currently sending that event in the API

I think it is now. At least Tim got it working for his auto +1 tagger. (was through webhooks) 😢

I've contacted GitHub support about making this event appear in the api
