I would not worry much about it much. It could be just a temporary glitch in the communication between the PayPal and your Moodle site, or a result of unexpected double click or something like that. Unless it is happening regularly and often, I would say you can ignore this notification.
I used PayPal Availability condition in an exam, yesterday one student used it and everything was ok, until I received an email from my moodle with this information (Everything in parenthesis is private information modified by me for publishing this post) :
PayPal ERROR: Transaction (PAY PAL ID) is being repeated!
Moodle: PayPal transaction problem: Transaction (PAY PAL ID) is being repeated!
